Lifelong Learning and Active Citizenship in a Global Society:
An analysis of European Union Lifelong Learning Policy


Globalisation and Europeanisation are changing the nature of the nation state and, therefore, of citizenship itself. This paper briefly reviews this process. Thereafter the paper concentrates on the way that the European Commission’s policy documents on lifelong learning have argued that employability and active citizenship should be the outcomes of lifelong learning. However, there has been a major shift in the emphasis in the most recent document when the neo-liberal perspective is downplayed. Since the traditional public sphere of active citizenship has been downplayed, it is noted that the private sphere has colonised the public – this is evident in the language of lifelong learning itself but with the shift in emphasis there is now a need for a document on lifelong learning that focuses on the traditional public sphere.

Reversing the Optic on Lifelong Learning and Work: Community Economic Development Alternatives for Enhancing Use of Workers’ Knowledge

There is a pervasive tendency to see education and training as both the culprit and the saviour for economic problems. Commission after commission proposes educational reforms to address recessions, productivity downturns, chronic unemployment or sudden layoffs, technological change, global competition challenges and a myriad of other social issues. Human capital theorists insist that greater investment in education will restore economic growth. Knowledge-based economy advocates assert that better education is needed to overcome major skill deficits.

This paper will argue that workers generally have more than adequate knowledge to perform currently required work in advanced market economies. The extent of workers’ formal and informal learning will be documented relying mainly on several Canada-wide surveys and case studies. The underutilization or underemployment of growing numbers of industrial, service and professional workers will also be shown.

A substantial part of the resolution to underemployment of workers’ knowledge should lie in economic reforms which can better utilize this knowledge. The latter part of the paper will explore community-based economic development alternatives-- mainly under the rubrics of “stakeholder capitalism” and “economic democracy”-- which could address pressing regional economic and environmental challenges more directly while also using workers’ existing knowledge more effectively.

Different Agendas for Different Futures - Models of Lifelong Learning and their Implementation

Lifelong Learning has come to the fore in recent years and is a very topical theme not just of academic conferences and discourse, but also of political programs and agendas. Yet it is not clear that all of its proponents, nor all its critics mean the same thing.

The author will identify different understandings and models of Lifelong Learning, and the different agendas and possible futures that these imply. He will analyze the roadblocks on the way to realizing the potential of LLL, including the interests that are opposed to reforming the current system of education and learning. Based on his research, especially on financing and organization, he will suggest concrete fields of actions that can be pursued by the different public authorities, educational institutions, and private stakeholders.
